新時期民辦高校平安校園建設的實踐與創新
平(ping)安(an)(an)(an)建(jian)設是一個動態發(fa)展(zhan)、不斷升級的過程,在(zai)新時(shi)代(dai)背(bei)景下,平(ping)安(an)(an)(an)校(xiao)園(yuan)建(jian)設已成為促(cu)進高校(xiao)各(ge)項工作發(fa)展(zhan)、構建(jian)和諧校(xiao)園(yuan)的內(nei)在(zai)要求和有效(xiao)途(tu)徑,更(geng)是維護校(xiao)園(yuan)安(an)(an)(an)全穩(wen)定,助推(tui)學校(xiao)教育事業發(fa)展(zhan)的基(ji)石和保障。新時(shi)代(dai)背(bei)景下高校(xiao)“平(ping)安(an)(an)(an)校(xiao)園(yuan)”建(jian)設應被賦予更(geng)深內(nei)涵、更(geng)大意義。本文(wen)主要以(yi)民(min)辦高校(xiao)江西服裝學院為例,針對其平(ping)安(an)(an)(an)校(xiao)園(yuan)建(jian)設實(shi)踐與創新進行深入分析與思考。
一、平安校園建設的必要性
(一)建(jian)(jian)設(she)“平安(an)(an)校(xiao)(xiao)園”,是(shi)貫徹落實(shi)“平安(an)(an)中(zhong)國”建(jian)(jian)設(she)的具體舉(ju)措。高(gao)校(xiao)(xiao)“平安(an)(an)校(xiao)(xiao)園”的建(jian)(jian)設(she)關(guan)系到萬余名師生和萬余個家庭的生活與安(an)(an)全保障,必須做(zuo)到守土有責、守土擔責、守土盡責。
(二)建設(she)“平安校園”,是(shi)民辦高校內涵式發(fa)展(zhan)、質量提(ti)(ti)升(sheng)的需要。學(xue)校要發(fa)展(zhan),安全(quan)穩(wen)定是(shi)前提(ti)(ti),只(zhi)有(you)牢牢抓住了安全(quan)穩(wen)定這個“1”,學(xue)校各項工(gong)作發(fa)展(zhan)的各個“0”才具(ju)有(you)實際意義。
(三)建設(she)“平安校園(yuan)”,是師(shi)生(sheng)(sheng)日(ri)(ri)益追求美好(hao)校園(yuan)生(sheng)(sheng)活的需要。只有校園(yuan)平安穩定,師(shi)生(sheng)(sheng)才(cai)能(neng)樂教樂學(xue),才(cai)能(neng)滿足師(shi)生(sheng)(sheng)日(ri)(ri)益追求美好(hao)校園(yuan)生(sheng)(sheng)活的需要。
二、平安校園建設的原則
習近平(ping)總書記高度重(zhong)視“平(ping)安(an)中(zhong)國(guo)”建設(she),多次發表重(zhong)要講話時強調要全(quan)面提升平(ping)安(an)中(zhong)國(guo)建設(she)水(shui)平(ping)不斷增強人民群眾獲得(de)感幸福感安(an)全(quan)感。《中(zhong)共中(zhong)央、國(guo)務院關(guan)于進一步加(jia)強社會治(zhi)安(an)綜合治(zhi)理的意見》的出(chu)臺給(gei)高校“平(ping)安(an)校園”建設(she)提供(gong)了指(zhi)導(dao)方針。
(一)平安校園建(jian)設要(yao)把家庭教(jiao)育(yu)、學校教(jiao)育(yu)與社會教(jiao)育(yu)緊密結(jie)合起(qi)來(lai),建(jian)立健全相(xiang)互協(xie)作配合的工作機制。
(二(er))平(ping)安(an)(an)校園(yuan)建設要深入(ru)考慮保障師(shi)生(sheng)的安(an)(an)全(quan),要將(jiang)此作為(wei)高校安(an)(an)全(quan)工作的首要職責,并將(jiang)此作為(wei)創建和諧平(ping)安(an)(an)校園(yuan)的重要指標。
(三)平安校(xiao)園(yuan)建(jian)(jian)設要(yao)在(zai)全校(xiao)范(fan)圍內形成(cheng)“人(ren)(ren)(ren)人(ren)(ren)(ren)講(jiang)安全、安全人(ren)(ren)(ren)人(ren)(ren)(ren)抓(zhua)”的思(si)想共(gong)(gong)識,堅持(chi)共(gong)(gong)建(jian)(jian)共(gong)(gong)治(zhi)(zhi)共(gong)(gong)享(xiang),建(jian)(jian)設人(ren)(ren)(ren)人(ren)(ren)(ren)有責(ze)、人(ren)(ren)(ren)人(ren)(ren)(ren)盡責(ze)、人(ren)(ren)(ren)人(ren)(ren)(ren)享(xiang)有的平安校(xiao)園(yuan)治(zhi)(zhi)理共(gong)(gong)同體(ti),推動學(xue)校(xiao)教(jiao)育事業(ye)發展。
三、民辦高校平安校園建設存在的問題
民(min)辦高(gao)校由于受境內外各(ge)種(zhong)社會(hui)因(yin)素、自身教育管理、服務水(shui)平限制的影響,其安(an)全穩定工作呈現(xian)復(fu)雜性和(he)多(duo)(duo)樣化。防(fang)不勝防(fang)的各(ge)種(zhong)不和(he)諧因(yin)素,使(shi)民(min)辦高(gao)校平安(an)建設出現(xian)諸(zhu)多(duo)(duo)問(wen)題。
(一(yi))校(xiao)園周(zhou)邊治安依然復(fu)雜。隨(sui)著(zhu)民辦高校(xiao)的(de)發(fa)展,多數民辦高校(xiao)校(xiao)區建設(she)在城郊結(jie)合部,城郊結(jie)合部相對而言(yan)校(xiao)園周(zhou)邊人員(yuan)結(jie)構(gou)復(fu)雜,圍繞著(zhu)校(xiao)園而出現(xian)的(de)高校(xiao)經濟給校(xiao)園治安、食品衛生等安全(quan)方(fang)面帶來較大安全(quan)隱患。
(二)意識形(xing)態安(an)全復雜多變(bian)(bian)。高校是(shi)意識形(xing)態工作的前沿陣(zhen)地。當前,在經(jing)濟(ji)全球(qiu)化、社(she)會轉型以(yi)及移(yi)動互(hu)聯(lian)網(wang)發展等(deng)因(yin)素影響下,當今網(wang)絡正變(bian)(bian)成(cheng)(cheng)向世界觀尚(shang)未完全形(xing)成(cheng)(cheng)的青年大(da)學(xue)生傳播錯(cuo)誤信息(xi)的平臺(tai),學(xue)校網(wang)絡陣(zhen)地建設工作存在薄弱(ruo)環(huan)節。
(三(san))學(xue)生(sheng)結(jie)構層次差異多(duo)樣。隨著高(gao)(gao)等教育不斷大眾化(hua),全國民(min)辦高(gao)(gao)校(xiao)(xiao)規模越來越大,數量越來越多(duo)。民(min)辦高(gao)(gao)校(xiao)(xiao)多(duo)數包含本科生(sheng)、專升(sheng)本、專科生(sheng)等不同(tong)(tong)學(xue)歷、不同(tong)(tong)層次的學(xue)生(sheng)。同(tong)(tong)時,民(min)辦高(gao)(gao)校(xiao)(xiao)學(xue)生(sheng)家庭環(huan)境(jing)相對較差,這些學(xue)生(sheng)在(zai)(zai)政治意(yi)識、思想觀念(nian)、人生(sheng)價值觀、問題(ti)(ti)考慮角度(du)、分析與解決問題(ti)(ti)能力等方面存在(zai)(zai)較大差異。把這些人放在(zai)(zai)同(tong)(tong)一(yi)(yi)環(huan)境(jing)下,接受同(tong)(tong)一(yi)(yi)教育,勢必(bi)會給(gei)民(min)辦高(gao)(gao)校(xiao)(xiao)安(an)全穩定工作帶來較大的不確定因素。
(四)民(min)辦(ban)高校(xiao)自(zi)身(shen)存(cun)在(zai)短板。民(min)辦(ban)高校(xiao)因辦(ban)學歷史(shi)較短,一是學校(xiao)管理(li)(li)能力水平(ping)有待提升(sheng),信息研判、科技創新和管理(li)(li)骨(gu)干較缺(que)(que)乏;二是學校(xiao)管理(li)(li)人員(yuan)歸(gui)屬感不(bu)強(qiang),站位(wei)不(bu)高、視野不(bu)廣,面對繁(fan)重艱巨任務,工(gong)作(zuo)拼勁不(bu)足(zu);三是民(min)辦(ban)高校(xiao)對人才(cai)的(de)培(pei)養意(yi)識缺(que)(que)乏,嚴(yan)管厚(hou)愛還不(bu)夠(gou)。工(gong)作(zuo)中存(cun)在(zai)不(bu)嚴(yan)不(bu)實,缺(que)(que)位(wei)錯位(wei)問題仍然存(cun)在(zai),形不(bu)成共(gong)(gong)識共(gong)(gong)鳴。
四、民辦高校平安校園建設的實踐與創新
在平(ping)(ping)安校園建(jian)設(she)工(gong)作(zuo)(zuo)中,江西服裝學院始(shi)終堅持將(jiang)平(ping)(ping)安校園建(jian)設(she)作(zuo)(zuo)為重大政(zheng)治任務,放在全校工(gong)作(zuo)(zuo)的(de)首位推進,著力推進平(ping)(ping)安校園“四個有”、“四個新”的(de)建(jian)設(she),在平(ping)(ping)安校園建(jian)設(she)的(de)實踐與創新上取(qu)得了實效。
(一)突出重點,著力推進平安校園“四個有”的建設
1.高位推動、壓實(shi)(shi)責(ze)(ze)(ze)任(ren),安(an)(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)事事“有人(ren)管”。一(yi)是高位推動平安(an)(an)(an)(an)(an)(an)(an)(an)建(jian)設(she)。學(xue)(xue)(xue)(xue)校(xiao)成(cheng)(cheng)立(li)了以黨委書記(ji)、校(xiao)長為組長,學(xue)(xue)(xue)(xue)校(xiao)領(ling)(ling)導班(ban)子(zi)成(cheng)(cheng)員(yuan)任(ren)副組長,各學(xue)(xue)(xue)(xue)院(yuan)黨政負責(ze)(ze)(ze)人(ren)、各職(zhi)能部門負責(ze)(ze)(ze)人(ren)為成(cheng)(cheng)員(yuan)的學(xue)(xue)(xue)(xue)校(xiao)平安(an)(an)(an)(an)(an)(an)(an)(an)建(jian)設(she)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)領(ling)(ling)導小(xiao)組,專項研(yan)究布置了年度平安(an)(an)(an)(an)(an)(an)(an)(an)建(jian)設(she)重(zhong)點工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo),印(yin)發了年度工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)要點,工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)小(xiao)組分(fen)工(gong)(gong)明(ming)確(que)(que),各司其職(zhi),周密部署(shu),形成(cheng)(cheng)主要領(ling)(ling)導全(quan)(quan)面抓、分(fen)管領(ling)(ling)導具體(ti)抓、各部門嚴格落實(shi)(shi)的工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)機制,確(que)(que)保(bao)任(ren)務到位、組織(zhi)到位、責(ze)(ze)(ze)任(ren)到位、措施到位,切(qie)實(shi)(shi)把平安(an)(an)(an)(an)(an)(an)(an)(an)建(jian)設(she)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)落到實(shi)(shi)處(chu)。二(er)(er)是壓實(shi)(shi)各級綜治維穩(wen)(wen)責(ze)(ze)(ze)任(ren)。學(xue)(xue)(xue)(xue)校(xiao)每學(xue)(xue)(xue)(xue)期開(kai)學(xue)(xue)(xue)(xue)初(chu)都會組織(zhi)召開(kai)安(an)(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)穩(wen)(wen)定形勢暨師(shi)生思想(xiang)動態(tai)分(fen)析研(yan)判會,會上各二(er)(er)級學(xue)(xue)(xue)(xue)院(yuan)院(yuan)長報(bao)告開(kai)學(xue)(xue)(xue)(xue)初(chu)師(shi)生思想(xiang)動態(tai)情況,簽訂平安(an)(an)(an)(an)(an)(an)(an)(an)建(jian)設(she)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)、意(yi)識形態(tai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)責(ze)(ze)(ze)任(ren)書責(ze)(ze)(ze)任(ren)狀。將(jiang)綜治維穩(wen)(wen)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)納入學(xue)(xue)(xue)(xue)校(xiao)年度績(ji)效(xiao)考(kao)核,明(ming)確(que)(que)綜治實(shi)(shi)績(ji)與(yu)績(ji)效(xiao)工(gong)(gong)資、晉職(zhi)晉級、評優評先相掛鉤,落實(shi)(shi)平安(an)(an)(an)(an)(an)(an)(an)(an)建(jian)設(she)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)“一(yi)票否決”制和領(ling)(ling)導干部責(ze)(ze)(ze)任(ren)追究制,牢固(gu)樹立(li)“人(ren)人(ren)講(jiang)安(an)(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)、安(an)(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)人(ren)人(ren)抓”的思想(xiang),細化(hua)分(fen)解平安(an)(an)(an)(an)(an)(an)(an)(an)建(jian)設(she)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)任(ren)務,列出任(ren)務清(qing)單,并逐一(yi)對應責(ze)(ze)(ze)任(ren)單位,確(que)(que)保(bao)安(an)(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)事事有人(ren)管。
2.強化(hua)演(yan)(yan)(yan)練(lian)(lian)、預(yu)(yu)防在(zai)前,重大(da)活(huo)(huo)動件(jian)(jian)件(jian)(jian)“有預(yu)(yu)案(an)(an)”。針對(dui)(dui)重大(da)活(huo)(huo)動,學(xue)(xue)校時(shi)(shi)刻繃緊安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)穩定(ding)(ding)(ding)這根弦,認真落(luo)實上級工(gong)(gong)(gong)作(zuo)(zuo)部署要(yao)(yao)求(qiu)。學(xue)(xue)校針對(dui)(dui)學(xue)(xue)生(sheng)返(fan)校開展(zhan)疫情(qing)防控演(yan)(yan)(yan)練(lian)(lian),按(an)照“演(yan)(yan)(yan)練(lian)(lian)即實戰”的標(biao)準,圍(wei)繞“返(fan)校報(bao)到、宿舍(she)管理(li)(li)(li)、食堂(tang)就餐、課(ke)堂(tang)教學(xue)(xue)、疫情(qing)應(ying)急處置(zhi)(zhi)”五個環節,按(an)照規定(ding)(ding)(ding)內容(rong)、流程依(yi)次展(zhan)開疫情(qing)防控演(yan)(yan)(yan)練(lian)(lian),將預(yu)(yu)防工(gong)(gong)(gong)作(zuo)(zuo)做在(zai)前面(mian),切實保(bao)障師生(sheng)身體(ti)健(jian)康和生(sheng)命安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)。對(dui)(dui)各部門承(cheng)辦(ban)的講座(zuo)、展(zhan)演(yan)(yan)(yan)、時(shi)(shi)裝(zhuang)周等(deng)(deng)大(da)型活(huo)(huo)動實行(xing)(xing)報(bao)備(bei)和預(yu)(yu)案(an)(an)演(yan)(yan)(yan)練(lian)(lian)。黨委宣傳部首先把(ba)好意識(shi)形(xing)態關,嚴格(ge)(ge)審(shen)批活(huo)(huo)動內容(rong)、活(huo)(huo)動流程,尤其是對(dui)(dui)講座(zuo)講稿、課(ke)件(jian)(jian)、PPT進(jin)行(xing)(xing)嚴格(ge)(ge)審(shen)核(he),確(que)保(bao)政治安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan);活(huo)(huo)動組織嚴格(ge)(ge)按(an)照常態化(hua)疫情(qing)防控的要(yao)(yao)求(qiu),實行(xing)(xing)“誰(shui)主(zhu)辦(ban),誰(shui)負責(ze)”的安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)工(gong)(gong)(gong)作(zuo)(zuo)原則,提前履行(xing)(xing)各類(lei)審(shen)批手續,制(zhi)定(ding)(ding)(ding)活(huo)(huo)動工(gong)(gong)(gong)作(zuo)(zuo)方(fang)案(an)(an)和安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)工(gong)(gong)(gong)作(zuo)(zuo)預(yu)(yu)案(an)(an),確(que)保(bao)活(huo)(huo)動組織安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)有序(xu);活(huo)(huo)動過程嚴格(ge)(ge)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)管理(li)(li)(li),明(ming)確(que)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)要(yao)(yao)求(qiu),分清責(ze)任(ren)主(zhu)體(ti),壓實安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)責(ze)任(ren),全(quan)(quan)(quan)(quan)(quan)過程嚴格(ge)(ge)進(jin)行(xing)(xing)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)監管,做好安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)檢查(cha)(cha),確(que)保(bao)技(ji)防設施運(yun)行(xing)(xing)正常,確(que)保(bao)活(huo)(huo)動平(ping)穩開展(zhan)。同時(shi)(shi),完善(shan)了(le)各種(zhong)工(gong)(gong)(gong)作(zuo)(zuo)預(yu)(yu)案(an)(an)和安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)管理(li)(li)(li)制(zhi)度(du)(du)(du)。學(xue)(xue)校先后制(zhi)訂了(le)《關于新(xin)冠疫情(qing)防控工(gong)(gong)(gong)作(zuo)(zuo)應(ying)急預(yu)(yu)案(an)(an)》《關于處置(zhi)(zhi)突(tu)發公共群體(ti)性事件(jian)(jian)應(ying)急預(yu)(yu)案(an)(an)》《自然災害類(lei)突(tu)發事件(jian)(jian)應(ying)急處置(zhi)(zhi)預(yu)(yu)案(an)(an)》《消(xiao)防安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)檢查(cha)(cha)專項(xiang)行(xing)(xing)動工(gong)(gong)(gong)作(zuo)(zuo)方(fang)案(an)(an)》等(deng)(deng)50余項(xiang)工(gong)(gong)(gong)作(zuo)(zuo)方(fang)(預(yu)(yu))案(an)(an);制(zhi)定(ding)(ding)(ding)并完善(shan)了(le)《平(ping)安(an)(an)(an)(an)建(jian)設實施考(kao)評辦(ban)法(fa)》《社會治安(an)(an)(an)(an)綜合治理(li)(li)(li)事故處理(li)(li)(li)和責(ze)任(ren)追究制(zhi)度(du)(du)(du)》《矛盾糾紛排查(cha)(cha)調處工(gong)(gong)(gong)作(zuo)(zuo)制(zhi)度(du)(du)(du)》《安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)工(gong)(gong)(gong)作(zuo)(zuo)檢查(cha)(cha)制(zhi)度(du)(du)(du)》《安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)責(ze)任(ren)大(da)事報(bao)告制(zhi)度(du)(du)(du)》《班會課(ke)程化(hua)運(yun)行(xing)(xing)制(zhi)度(du)(du)(du)》《宿舍(she)管理(li)(li)(li)與(yu)服(fu)務制(zhi)度(du)(du)(du)》《心理(li)(li)(li)危機干(gan)預(yu)(yu)處理(li)(li)(li)制(zhi)度(du)(du)(du)》等(deng)(deng)百余項(xiang)制(zhi)度(du)(du)(du)。通過建(jian)章(zhang)立制(zhi)使安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)工(gong)(gong)(gong)作(zuo)(zuo)制(zhi)度(du)(du)(du)化(hua),同時(shi)(shi)對(dui)(dui)各項(xiang)制(zhi)度(du)(du)(du)不定(ding)(ding)(ding)期地進(jin)行(xing)(xing)督察,狠抓各項(xiang)維穩工(gong)(gong)(gong)作(zuo)(zuo)落(luo)實,確(que)保(bao)了(le)學(xue)(xue)校安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)(quan)穩定(ding)(ding)(ding)。

3.創(chuang)新(xin)載體(ti)、升級功能(neng),意(yi)識(shi)形態(tai)抓(zhua)牢“新(xin)陣(zhen)地(di)”。學校堅持正(zheng)(zheng)確的(de)輿論導向,傳(chuan)(chuan)播(bo)(bo)主(zhu)旋律,弘揚(yang)正(zheng)(zheng)能(neng)量,做(zuo)到(dao)“大學生(sheng)在(zai)哪里,我們就在(zai)哪里,教育(yu)(yu)工(gong)(gong)(gong)作就在(zai)哪里。”一(yi)是(shi)實施(shi)(shi)全(quan)網驅(qu)動措施(shi)(shi),推進(jin)“融(rong)(rong)(rong)媒體(ti)”建(jian)設。學校將(jiang)傳(chuan)(chuan)統媒體(ti)與新(xin)媒體(ti)相互融(rong)(rong)(rong)合(he)(he),建(jian)設好(hao)現有網站群,用(yong)(yong)好(hao)抖音、快手(shou)、B站等新(xin)媒體(ti);加強(qiang)微(wei)(wei)(wei)信、微(wei)(wei)(wei)博、QQ等官方公眾(zhong)號建(jian)設;采用(yong)(yong)微(wei)(wei)(wei)視頻(pin)方式(shi),用(yong)(yong)好(hao)花椒(jiao)、騰訊、優(you)酷(ku)等直播(bo)(bo)平(ping)臺。針對(dui)(dui)不同的(de)宣傳(chuan)(chuan)平(ping)臺設計(ji)符合(he)(he)受眾(zhong)特(te)點的(de)宣傳(chuan)(chuan)內容,并出臺制度鼓勵師(shi)生(sheng)樂于參(can)與,引(yin)(yin)領網絡正(zheng)(zheng)能(neng)量。二是(shi)推進(jin)了(le)疫(yi)情防控(kong)期間網絡思(si)政(zheng)工(gong)(gong)(gong)作深度“觸網”。在(zai)疫(yi)情防控(kong)期間,針對(dui)(dui)各種自(zi)媒體(ti)為借(jie)疫(yi)情搞(gao)炒作、博眼球、吸流量,在(zai)網絡上發布散播(bo)(bo)仇恨和極端主(zhu)義的(de)觀(guan)點等新(xin)形勢下的(de)變(bian)化。學校利(li)用(yong)(yong)“融(rong)(rong)(rong)媒體(ti)”廣泛開展疫(yi)情防控(kong)宣傳(chuan)(chuan)引(yin)(yin)導工(gong)(gong)(gong)作,正(zheng)(zheng)能(neng)量傳(chuan)(chuan)播(bo)(bo)工(gong)(gong)(gong)作,塑造了(le)一(yi)批黨員網紅(hong),推進(jin)了(le)網絡思(si)政(zheng)工(gong)(gong)(gong)作深度“觸網”,為打(da)贏(ying)疫(yi)情防控(kong)阻擊(ji)戰貢獻了(le)智慧力量。三(san)是(shi)著力培育(yu)(yu)和踐行社(she)(she)會(hui)主(zhu)義核心(xin)價(jia)值觀(guan)。學院全(quan)面推進(jin)思(si)政(zheng)課堂、課堂思(si)政(zheng),將(jiang)思(si)政(zheng)育(yu)(yu)人融(rong)(rong)(rong)入到(dao)專(zhuan)業(ye)教育(yu)(yu)中,如學校教師(shi)在(zai)專(zhuan)業(ye)教育(yu)(yu)中運用(yong)(yong)中華服(fu)飾文化教育(yu)(yu)引(yin)(yin)導學生(sheng)樹立(li)文化自(zi)信;黨委書(shu)記帶頭(tou)給師(shi)生(sheng)上戰“疫(yi)”思(si)政(zheng)課、帶頭(tou)講(jiang)黨課,對(dui)(dui)師(shi)生(sheng)著力培育(yu)(yu)和踐行社(she)(she)會(hui)主(zhu)義核心(xin)價(jia)值觀(guan),為學校引(yin)(yin)領了(le)新(xin)風尚。
4.加(jia)強溝(gou)通(tong),集中(zhong)(zhong)整治,周邊(bian)環(huan)境呈現“新(xin)面貌”。為精(jing)確做好(hao)學(xue)(xue)生(sheng)教育管(guan)理(li)(li)(li)(li)服務(wu)工(gong)(gong)(gong)作(zuo),給學(xue)(xue)生(sheng)以溫馨安(an)(an)(an)全(quan)(quan)(quan)的(de)(de)生(sheng)活學(xue)(xue)習環(huan)境,及(ji)時(shi)(shi)(shi)消除各類(lei)(lei)安(an)(an)(an)全(quan)(quan)(quan)隱(yin)患(huan),學(xue)(xue)校(xiao)綜治辦聯(lian)(lian)合地(di)方(fang)執(zhi)法部門,構建(jian)立(li)體(ti)(ti)(ti)化、信(xin)息(xi)(xi)化、智慧(hui)化的(de)(de)校(xiao)園(yuan)(yuan)治安(an)(an)(an)防(fang)控體(ti)(ti)(ti)系,以建(jian)設“智慧(hui)安(an)(an)(an)防(fang)校(xiao)園(yuan)(yuan)”為抓手,持(chi)續推進(jin)平安(an)(an)(an)校(xiao)園(yuan)(yuan)建(jian)設工(gong)(gong)(gong)作(zuo),為全(quan)(quan)(quan)體(ti)(ti)(ti)師生(sheng)筑起(qi)(qi)了一(yi)道安(an)(an)(an)全(quan)(quan)(quan)屏障(zhang)。一(yi)是開展了各類(lei)(lei)“貸(dai)”的(de)(de)專項(xiang)(xiang)整治工(gong)(gong)(gong)作(zuo)。通(tong)過思政課、主(zhu)題班(ban)(ban)會、宣傳櫥窗、新(xin)媒體(ti)(ti)(ti)平臺讓學(xue)(xue)生(sheng)能夠認識(shi)到(dao)各類(lei)(lei)“貸(dai)”的(de)(de)實質和危害,引導(dao)學(xue)(xue)生(sheng)樹立(li)正確的(de)(de)人生(sheng)觀和消費(fei)觀,理(li)(li)(li)(li)性(xing)消費(fei)。加(jia)強校(xiao)園(yuan)(yuan)管(guan)理(li)(li)(li)(li),及(ji)時(shi)(shi)(shi)清理(li)(li)(li)(li)各類(lei)(lei)牛皮癬(xian)及(ji)網絡平臺的(de)(de)非(fei)法借(jie)貸(dai)廣告(gao),堅決(jue)防(fang)止各類(lei)(lei)不良信(xin)息(xi)(xi)進(jin)入(ru)(ru)校(xiao)園(yuan)(yuan)。同時(shi)(shi)(shi),加(jia)強排(pai)(pai)查(cha)工(gong)(gong)(gong)作(zuo),各個學(xue)(xue)院(yuan)(yuan)通(tong)過多種(zhong)途徑排(pai)(pai)查(cha)學(xue)(xue)生(sheng)中(zhong)(zhong)的(de)(de)借(jie)貸(dai)情(qing)(qing)況(kuang)(kuang),每月學(xue)(xue)工(gong)(gong)(gong)處(chu)就各學(xue)(xue)院(yuan)(yuan)的(de)(de)排(pai)(pai)查(cha)情(qing)(qing)況(kuang)(kuang)進(jin)行匯總,排(pai)(pai)查(cha)一(yi)起(qi)(qi),及(ji)時(shi)(shi)(shi)干(gan)預(yu)一(yi)起(qi)(qi)。二是開展宿(su)舍(she)(she)安(an)(an)(an)全(quan)(quan)(quan)隱(yin)患(huan)專項(xiang)(xiang)整治工(gong)(gong)(gong)作(zuo)。校(xiao)領導(dao)親自(zi)帶隊(dui),組(zu)織輔導(dao)員(yuan)(yuan)、班(ban)(ban)主(zhu)任(ren)、學(xue)(xue)生(sheng)干(gan)部經常性(xing)地(di)深(shen)入(ru)(ru)學(xue)(xue)生(sheng)宿(su)舍(she)(she)開展安(an)(an)(an)全(quan)(quan)(quan)隱(yin)患(huan)大(da)排(pai)(pai)查(cha),與(yu)宿(su)管(guan)員(yuan)(yuan)工(gong)(gong)(gong)作(zuo)形(xing)成聯(lian)(lian)動(dong),互(hu)通(tong)信(xin)息(xi)(xi),及(ji)時(shi)(shi)(shi)處(chu)理(li)(li)(li)(li)各類(lei)(lei)突(tu)發情(qing)(qing)況(kuang)(kuang)和消除安(an)(an)(an)全(quan)(quan)(quan)隱(yin)患(huan)。學(xue)(xue)校(xiao)每周把(ba)輔導(dao)員(yuan)(yuan)、班(ban)(ban)主(zhu)任(ren)深(shen)入(ru)(ru)宿(su)舍(she)(she)工(gong)(gong)(gong)作(zuo)情(qing)(qing)況(kuang)(kuang)及(ji)輔導(dao)員(yuan)(yuan)、班(ban)(ban)主(zhu)任(ren)所帶班(ban)(ban)級學(xue)(xue)生(sheng)宿(su)舍(she)(she)違紀(ji)情(qing)(qing)況(kuang)(kuang)以簡報(bao)和通(tong)報(bao)的(de)(de)形(xing)式(shi)進(jin)行統(tong)計,督促整改安(an)(an)(an)全(quan)(quan)(quan)隱(yin)患(huan),并將宿(su)舍(she)(she)管(guan)理(li)(li)(li)(li)與(yu)服務(wu)工(gong)(gong)(gong)作(zuo)納入(ru)(ru)輔導(dao)員(yuan)(yuan)班(ban)(ban)主(zhu)任(ren)的(de)(de)個人考核。三(san)是開展校(xiao)園(yuan)(yuan)安(an)(an)(an)全(quan)(quan)(quan)巡邏專項(xiang)(xiang)工(gong)(gong)(gong)作(zuo)。學(xue)(xue)校(xiao)組(zu)建(jian)了以退(tui)伍學(xue)(xue)生(sheng)為主(zhu)體(ti)(ti)(ti)的(de)(de)教官隊(dui)和軍(jun)事愛好(hao)者(zhe)俱樂部,讓退(tui)役(yi)學(xue)(xue)生(sheng)“退(tui)伍不褪色,退(tui)役(yi)不退(tui)志”,教官隊(dui)和軍(jun)事愛好(hao)者(zhe)俱樂部成員(yuan)(yuan)在學(xue)(xue)校(xiao)武裝部和保衛處(chu)的(de)(de)統(tong)一(yi)指導(dao)下,開展校(xiao)園(yuan)(yuan)安(an)(an)(an)全(quan)(quan)(quan)巡邏活動(dong),將軍(jun)人的(de)(de)優秀(xiu)傳統(tong)帶到(dao)校(xiao)園(yuan)(yuan),在維護(hu)校(xiao)園(yuan)(yuan)安(an)(an)(an)全(quan)(quan)(quan)穩(wen)定的(de)(de)同時(shi)(shi)(shi)帶動(dong)身(shen)邊(bian)人加(jia)入(ru)(ru)到(dao)校(xiao)園(yuan)(yuan)安(an)(an)(an)全(quan)(quan)(quan)維穩(wen)隊(dui)伍中(zhong)(zhong)來(lai)。
五、結語
