上海科學技術職業學院:四治融合,四快為要,全力打造平安文明校園
上(shang)海科學技術(shu)職業學院始終把(ba)平安(an)文明(ming)建設(she)擺在全局(ju)性(xing)的(de)突(tu)出(chu)位置,秉承“立德博(bo)雅、尚實知行(xing)”的(de)校訓(xun),堅持(chi)發展新時代“楓(feng)橋經驗”,不斷完善校園安(an)全風(feng)(feng)險防控(kong)體(ti)系,努(nu)力創建管理有(you)序、防控(kong)有(you)力、環境整(zheng)潔、校風(feng)(feng)良好的(de)平安(an)校園。學校連續多年(nian)獲“上(shang)海市安(an)全文明(ming)校園”。
一、 貫徹新理念,做到法治、德治、自治、數治“四治融合”
學校(xiao)堅持和貫徹黨的群眾路線,在校(xiao)黨委的領導下,充分發動師生(sheng)、組織師生(sheng)、依靠師生(sheng)以法(fa)治、德治、自治、數(shu)治“四治融合”,并(bing)以人(ren)防(fang)、物防(fang)、技防(fang)、心防(fang)“四防(fang)并(bing)舉”, 做(zuo)到(dao)平安不出事、矛盾不上交、服務不缺位。
近年來,學(xue)校打造(zao)“全校聯動(dong)(dong)、各科主(zhu)動(dong)(dong)、全員自動(dong)(dong)”的(de)課(ke)程(cheng)思(si)(si)政建設局面。校領導帶頭(tou)聽思(si)(si)政課(ke)、講(jiang)思(si)(si)政課(ke),黨委書記、校長講(jiang)授(shou)“開(kai)學(xue)第(di)一課(ke)”。推動(dong)(dong)新時代思(si)(si)政課(ke)程(cheng)高質量發(fa)展。將《山海情》《覺醒(xing)年代》等文藝作(zuo)品帶進(jin)思(si)(si)政課(ke)堂(tang),借助騰訊會議、學(xue)習通APP,構建“網(wang)絡(luo)上的(de)思(si)(si)政課(ke)”,聯系地區教(jiao)育資源,走進(jin)嘉(jia)定區法院、廉(lian)潔教(jiao)育館、嘉(jia)定博物館等場(chang)所,上活(huo)“行(xing)走的(de)思(si)(si)政課(ke)”。學(xue)校舉辦多場(chang)法律講(jiang)座,提高學(xue)生(sheng)防(fang)詐防(fang)騙的(de)能力(li)。
2023年10月(yue),學(xue)(xue)校(xiao)推動“楓橋式”平(ping)安校(xiao)園(yuan)建設,成(cheng)立校(xiao)園(yuan)110接(jie)警(jing)中(zhong)心(xin),24小時接(jie)受校(xiao)園(yuan)內(nei)報警(jing)以及關于突發事(shi)件、治安管(guan)理、交通和消(xiao)防、危難(nan)險情等方(fang)面的求助,并迅速提(ti)供應(ying)急處置服務(wu)。創新(xin)“楓橋經驗(yan)”進高(gao)校(xiao)機(ji)制,探(tan)索(suo)解決學(xue)(xue)生矛(mao)盾、促進高(gao)校(xiao)安全穩定、提(ti)升高(gao)校(xiao)管(guan)理服務(wu)水平(ping)的新(xin)路徑,打造校(xiao)園(yuan)安全治理新(xin)模式。
二、強化“四快談”,著力快速化解學校各類矛盾
1、以自治化解學生之間的矛盾。學(xue)(xue)(xue)(xue)(xue)校及時(shi)發現(xian)各類矛盾萌芽,并快速(su)及時(shi)談(tan)心溝(gou)通,將矛盾盡量經解在(zai)(zai)初始階段。學(xue)(xue)(xue)(xue)(xue)校改造數字智(zhi)慧(hui)公(gong)寓(yu),打造以“線(xian)上(shang)(shang)平臺(‘i在(zai)(zai)科(ke)院’智(zhi)慧(hui)公(gong)寓(yu)服務(wu)(wu)與管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)平臺)+線(xian)下空間(公(gong)寓(yu)宿(su)舍和(he)共享空間)”相融合的學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)多(duo)元生(sheng)(sheng)(sheng)(sheng)(sheng)活服務(wu)(wu)生(sheng)(sheng)(sheng)(sheng)(sheng)態閉環(huan)。成立智(zhi)慧(hui)公(gong)寓(yu)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)自(zi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)會,在(zai)(zai)高職(zhi)學(xue)(xue)(xue)(xue)(xue)校中率先實行公(gong)寓(yu)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)自(zi)行管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)。自(zi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)會每周(zhou)召開工作例會,讓更多(duo)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)參(can)與到宿(su)舍管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)工作中;加強制度建設(she)(she)和(he)落(luo)實,堅持誰(shui)主管(guan)(guan)(guan)(guan)(guan)(guan)(guan)、誰(shui)負責的原(yuan)則,完(wan)善管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)、考核和(he)獎懲機制;實現(xian)線(xian)上(shang)(shang)公(gong)寓(yu)住宿(su)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)、衛(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)、查寢管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)、報修管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)、物(wu)聯設(she)(she)施(shi)設(she)(she)備(bei)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)(li)等,讓學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)成為(wei)智(zhi)慧(hui)公(gong)寓(yu)的主人(ren),遇(yu)到公(gong)寓(yu)里學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)之間的矛盾,由智(zhi)慧(hui)公(gong)寓(yu)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)自(zi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)會自(zi)行快速(su)的解決(jue)。
2、以德治化解教職工之間的矛盾。學校(xiao)通過進一步傳(chuan)承(cheng)和(he)弘揚學校(xiao)的(de)優良(liang)傳(chuan)統,強化(hua)思想引領,學習(xi)宣傳(chuan)貫徹(che)習(xi)近平(ping)新時代中國(guo)特色社會主義思想,通過開展(zhan)主題(ti)教(jiao)育、“校(xiao)風(feng)(feng)建設年”系列活動(dong)等,加強意(yi)識形態陣地管理。以(yi)狠抓學風(feng)(feng)教(jiao)風(feng)(feng)和(he)工(gong)作作風(feng)(feng)為主線,持續提升教(jiao)師(shi)教(jiao)學水平(ping),加強黨政管理和(he)后勤服(fu)務人員(yuan)管理水平(ping)、服(fu)務質量和(he)工(gong)作效率;教(jiao)師(shi)工(gong)作部、教(jiao)代會、工(gong)會組織(zhi)等多方協(xie)作,快速發現教(jiao)職工(gong)中存(cun)在(zai)的(de)潛在(zai)矛(mao)盾(dun)和(he)訴求(qiu),聚焦需求(qiu)、問題(ti)導向,及時化(hua)解(jie)矛(mao)盾(dun),不(bu)斷塑造和(he)諧向上的(de)教(jiao)職工(gong)精神(shen)風(feng)(feng)貌。
3、以法治化解學校與經營合作企業之間的矛盾。學(xue)校(xiao)通過建(jian)立(li)健全處(chu)理(li)(li)糾紛化解機(ji)構和(he)相關糾紛化解處(chu)理(li)(li)制(zhi)度(du)體系,規范處(chu)理(li)(li)流程,確保(bao)大(da)多數(shu)矛盾糾紛化解在萌芽(ya)狀(zhuang)態,維護了學(xue)校(xiao)的和(he)諧穩定,至今未有(you)一起糾紛案件(jian)。學(xue)校(xiao)健全信(xin)訪處(chu)理(li)(li)機(ji)制(zhi),確保(bao)事事有(you)著落(luo)、件(jian)件(jian)有(you)回復,及(ji)時做好信(xin)訪答(da)復報(bao)送,信(xin)訪滿意(yi)率達100%。加強信(xin)息公開(kai)與各(ge)項工(gong)作(zuo)融合,健全相關法規制(zhi)度(du)和(he)保(bao)障,加大(da)師生員工(gong)和(he)社會公眾關切的領域信(xin)息公開(kai)力度(du),建(jian)立(li)校(xiao)園(yuan)110平臺、校(xiao)園(yuan)12345和(he)校(xiao)園(yuan)報(bao)修小(xiao)程序,逐步建(jian)立(li)平臺評價體系。以(yi)風險控制(zhi)為(wei)導向(xiang),以(yi)發現解決風險問題為(wei)重點,將“情(qing)、理(li)(li)、法”融入到工(gong)作(zuo)當(dang)中,以(yi)法律為(wei)切入點去調處(chu)糾紛。
4、以數治化解學校與周圍居民之間的矛盾。學(xue)校(xiao)充分發揮(hui)作為上海市高職高專(zhuan)(zhuan)一(yi)流專(zhuan)(zhuan)業群“智能安防(fang)專(zhuan)(zhuan)業群”的(de)(de)資源優勢,重視人防(fang)、物防(fang)安全(quan)防(fang)范體系建設(she)。在主出(chu)入口(kou)、教學(xue)樓、圖(tu)書館、食堂等重點部(bu)位安裝(zhuang)攝(she)像監控(kong)探頭377個,學(xue)生公寓圍墻(qiang)全(quan)部(bu)安裝(zhuang)紅(hong)外線報警裝(zhuang)置(zhi),主要出(chu)入口(kou)安裝(zhuang)人臉(lian)識別系統,消防(fang)報警系統接入聯動(dong)控(kong)制。通過數(shu)字化,讓數(shu)據(ju)成為發現矛盾(dun)、解(jie)(jie)決(jue)矛盾(dun)的(de)(de)好手(shou)段。提(ti)出(chu)嗓音、油煙等問題時,校(xiao)方遵(zun)守相關標(biao)準,以數(shu)據(ju)作為解(jie)(jie)決(jue)矛盾(dun)的(de)(de)依(yi)據(ju),積極(ji)、穩妥、熱情(qing)地在第一(yi)時間化解(jie)(jie)矛盾(dun)。
三、功夫在平時,用黨建引領、校園文化活動構建和諧環境
學(xue)校重(zhong)視(shi)各級黨(dang)(dang)組(zu)織(zhi)的黨(dang)(dang)建工作,設立“黨(dang)(dang)員統一活(huo)動日”,全員開(kai)展(zhan)(zhan)志(zhi)愿服務活(huo)動。用紅(hong)色文(wen)化引領(ling)師生(sheng)思想,著重(zhong)瞄準青(qing)年學(xue)生(sheng)特色,開(kai)展(zhan)(zhan)“學(xue)習二(er)十大·追(zhui)尋(xun)紅(hong)色光影”主題(ti)學(xue)習活(huo)動、“學(xue)習二(er)十大·音符譜(pu)經典”紅(hong)色音樂史學(xue)習等多元紅(hong)色文(wen)化活(huo)動,打(da)造(zao)一道亮麗的紅(hong)色文(wen)化風(feng)景線(xian)。
學校(xiao)(xiao)用傳統文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)及(ji)校(xiao)(xiao)園(yuan)文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)活動提(ti)升(sheng)學生(sheng)(sheng)(sheng)素(su)養,為學生(sheng)(sheng)(sheng)思(si)想塑形。聚焦(jiao)歷(li)史文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)名城嘉定,挖(wa)掘傳承區域歷(li)史文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua),鼓(gu)勵社(she)(she)(she)團(tuan)從傳統文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)中(zhong)不斷(duan)汲取養分(fen),提(ti)升(sheng)學生(sheng)(sheng)(sheng)綜合素(su)養。現有(you)學生(sheng)(sheng)(sheng)社(she)(she)(she)團(tuan)27個(ge),學生(sheng)(sheng)(sheng)藝術社(she)(she)(she)團(tuan)10個(ge)。注重打(da)(da)造職(zhi)業匠(jiang)心文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua),2023年(nian)與瑞斯達裘耀明共建(jian)“勞模工作室”。主動適應新形勢新要求,抓好融媒(mei)體(ti)中(zhong)心建(jian)設(she),打(da)(da)造“一(yi)網多(duo)微”校(xiao)(xiao)園(yuan)文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)“陣地”,形成社(she)(she)(she)團(tuan)文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)節、科技節、尊孔崇文(wen)(wen)(wen)(wen)(wen)(wen)(wen)等一(yi)批特色校(xiao)(xiao)園(yuan)文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)品(pin)牌活動。2021年(nian)至今,開(kai)展校(xiao)(xiao)園(yuan)文(wen)(wen)(wen)(wen)(wen)(wen)(wen)化(hua)(hua)(hua)(hua)活動300余場(chang),參與學生(sheng)(sheng)(sheng)超(chao)5萬(wan)人次。
