復旦大學:數治賦能智慧校園安全建設
黨的(de)十八大(da)以來(lai),習近平(ping)總(zong)書(shu)記(ji)多次作出重要(yao)(yao)指示(shi),要(yao)(yao)求在社會基(ji)層(ceng)堅持和發(fa)展新(xin)(xin)時(shi)代(dai)“楓(feng)橋(qiao)經驗(yan)”。新(xin)(xin)時(shi)代(dai)“楓(feng)橋(qiao)經驗(yan)”更加強調黨的(de)領(ling)導(dao)、更加彰顯法治(zhi)(zhi)思維、更加突出科技支撐。習近平(ping)總(zong)書(shu)記(ji)2023年5月29日在二(er)十屆中(zhong)央政治(zhi)(zhi)局第五次集體(ti)學習時(shi)的(de)講話中(zhong)指出:“教(jiao)育數字化是(shi)(shi)我(wo)國開辟教(jiao)育發(fa)展新(xin)(xin)賽道和塑造教(jiao)育發(fa)展新(xin)(xin)優勢的(de)重要(yao)(yao)突破口。”將新(xin)(xin)時(shi)代(dai)“楓(feng)橋(qiao)經驗(yan)”凝練出的(de)“四(si)治(zhi)(zhi)融合”基(ji)層(ceng)治(zhi)(zhi)理(li)體(ti)系創(chuang)新(xin)(xin)引入(ru)校園安(an)全(quan)建設,結(jie)合數字化賦能(neng),賦予“四(si)治(zhi)(zhi)”新(xin)(xin)理(li)念(nian)(法治(zhi)(zhi)為(wei)基(ji)、德治(zhi)(zhi)為(wei)先、自治(zhi)(zhi)為(wei)本、數治(zhi)(zhi)為(wei)徑(jing))是(shi)(shi)創(chuang)新(xin)(xin)校園安(an)全(quan)管理(li)的(de)重要(yao)(yao)手段、是(shi)(shi)呼(hu)應(ying)時(shi)代(dai)要(yao)(yao)求、響應(ying)學校需求、回應(ying)師生訴求的(de)重要(yao)(yao)法寶(bao)。
一(yi)、數字化賦能實(shi)驗室安全管理
2016年以來,復旦(dan)大學以當前實(shi)(shi)驗(yan)室(shi)(shi)管理中(zhong)存在的問題(ti)為(wei)導向,數(shu)字化(hua)賦能實(shi)(shi)驗(yan)室(shi)(shi)安(an)(an)(an)全(quan)(quan)(quan)(quan)管理,整合(he)實(shi)(shi)驗(yan)樓(lou)宇(yu)內(nei)(nei)消防(fang)(fang)、技(ji)防(fang)(fang)、門(men)禁、環境監(jian)測等(deng)系(xi)統(tong),逐步(bu)探(tan)索出一(yi)套充分利用現(xian)有安(an)(an)(an)全(quan)(quan)(quan)(quan)技(ji)術防(fang)(fang)范(fan)手段,采集“安(an)(an)(an)防(fang)(fang)大數(shu)據(ju)”為(wei)相關(guan)職能部(bu)門(men)防(fang)(fang)范(fan)、處(chu)置實(shi)(shi)驗(yan)室(shi)(shi)安(an)(an)(an)全(quan)(quan)(quan)(quan)事故提供數(shu)據(ju)支持,助力實(shi)(shi)驗(yan)室(shi)(shi)安(an)(an)(an)全(quan)(quan)(quan)(quan)管理水平(ping)(ping)的提升。建(jian)設內(nei)(nei)容主要包括:視頻監(jian)控系(xi)統(tong)、門(men)禁系(xi)統(tong)、人臉抓(zhua)拍系(xi)統(tong)、電(dian)力監(jian)測系(xi)統(tong)、氣體泄露報(bao)警(jing)系(xi)統(tong)、智(zhi)能AI分析系(xi)統(tong)(試點)、實(shi)(shi)驗(yan)室(shi)(shi)熱成像測溫系(xi)統(tong)(試點)、實(shi)(shi)驗(yan)樓(lou)宇(yu)內(nei)(nei)外3D地圖(tu)、智(zhi)能安(an)(an)(an)防(fang)(fang)聯(lian)動平(ping)(ping)臺(tai)等(deng)。建(jian)成治安(an)(an)(an)防(fang)(fang)控、消防(fang)(fang)、門(men)禁、突發事件(jian)處(chu)置、校園安(an)(an)(an)全(quan)(quan)(quan)(quan)風險防(fang)(fang)范(fan)管理等(deng)于一(yi)體的綜合(he)安(an)(an)(an)防(fang)(fang)可視化(hua)管理平(ping)(ping)臺(tai)。已建(jian)成使用的“實(shi)(shi)驗(yan)室(shi)(shi)安(an)(an)(an)全(quan)(quan)(quan)(quan)防(fang)(fang)控系(xi)統(tong)”,在運行(xing)過(guo)程中(zhong)起到了重(zhong)大作用,發現(xian)并預警(jing)各類安(an)(an)(an)全(quan)(quan)(quan)(quan)隱患,并能對(dui)發生的安(an)(an)(an)全(quan)(quan)(quan)(quan)事件(jian)進行(xing)事前、事中(zhong)、事后的全(quan)(quan)(quan)(quan)程有效(xiao)記錄,對(dui)事件(jian)回溯總(zong)結起到關(guan)鍵作用。由于告(gao)警(jing)及時(shi),系(xi)統(tong)建(jian)成以后,相關(guan)實(shi)(shi)驗(yan)室(shi)(shi)實(shi)(shi)現(xian)零(ling)火災零(ling)傷亡(wang)安(an)(an)(an)全(quan)(quan)(quan)(quan)運行(xing)。

二、數字化賦(fu)能消防安全管(guan)理
復(fu)旦大學綜合運用(yong)物聯網(wang)、大數(shu)據、移動(dong)(dong)互聯網(wang)等(deng)新興信(xin)息(xi)技術,加快推進(jin)(jin)“智(zhi)慧消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)”建設,全(quan)(quan)面促進(jin)(jin)數(shu)字(zi)化(hua)與消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)業務深度融合,構建立(li)體(ti)化(hua)、全(quan)(quan)覆蓋的(de)校(xiao)園(yuan)火災防(fang)(fang)(fang)(fang)控體(ti)系(xi)(xi)。學校(xiao)已實(shi)現校(xiao)內樓宇消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)煙感(gan)報警(jing)系(xi)(xi)統全(quan)(quan)覆蓋,通(tong)過物聯網(wang)將(jiang)所(suo)有消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)主(zhu)機連(lian)接到總監控室(shi)24小時(shi)全(quan)(quan)面監控,消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)感(gan)知觸手高(gao)覆蓋助力(li)消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)預警(jing)能(neng)(neng)力(li)提升。消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)安(an)(an)全(quan)(quan)檢(jian)查信(xin)息(xi)系(xi)(xi)統,實(shi)現安(an)(an)全(quan)(quan)檢(jian)查過程無紙化(hua),對檢(jian)查發(fa)現的(de)隱患(huan)實(shi)時(shi)反(fan)饋、有效跟進(jin)(jin)、閉環管理,落實(shi)消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)安(an)(an)全(quan)(quan)檢(jian)查全(quan)(quan)過程監管,真正(zheng)實(shi)現“預防(fang)(fang)(fang)(fang)為主(zhu)、防(fang)(fang)(fang)(fang)消(xiao)(xiao)(xiao)(xiao)結合”。增(zeng)配(pei)“消(xiao)(xiao)(xiao)(xiao)防(fang)(fang)(fang)(fang)機器人控制系(xi)(xi)統”,讓智(zhi)能(neng)(neng)設備助力(li)消(xiao)(xiao)(xiao)(xiao)控室(shi)值守,減員增(zeng)效。電(dian)(dian)(dian)(dian)梯內加裝區域報警(jing)系(xi)(xi)統,智(zhi)能(neng)(neng)檢(jian)測電(dian)(dian)(dian)(dian)動(dong)(dong)自(zi)行(xing)車(che)入梯,自(zi)動(dong)(dong)聯動(dong)(dong)電(dian)(dian)(dian)(dian)梯控制系(xi)(xi)統,停運電(dian)(dian)(dian)(dian)梯并(bing)發(fa)出語音告警(jing)。電(dian)(dian)(dian)(dian)動(dong)(dong)自(zi)行(xing)車(che)集中(zhong)(zhong)充(chong)電(dian)(dian)(dian)(dian)區域,熱成(cheng)像(xiang)測溫攝(she)像(xiang)機為充(chong)電(dian)(dian)(dian)(dian)安(an)(an)全(quan)(quan)保駕護(hu)航,溫度超(chao)過警(jing)戒值,監控中(zhong)(zhong)心專用(yong)平臺彈窗(chuang)告警(jing)并(bing)聯動(dong)(dong)斷電(dian)(dian)(dian)(dian)。

三、數字化賦能交通安全(quan)管理
2019年開始(shi),復旦大學(xue)利(li)(li)用(yong)數(shu)字化賦能(neng),著眼學(xue)校交通安(an)全管(guan)理的(de)難點和(he)痛(tong)點,加(jia)大投入力(li)度(du),建設完成(cheng)了(le)云AI智慧校園機(ji)動(dong)車(che)(che)管(guan)理系(xi)(xi)統大平(ping)臺(tai)。該平(ping)臺(tai)集(ji)校門出入口(kou)智能(neng)道閘管(guan)理系(xi)(xi)統、校內違(wei)章(zhang)停車(che)(che)和(he)超速告警(jing)系(xi)(xi)統、違(wei)章(zhang)處(chu)置(zhi)(zhi)與安(an)全教(jiao)育系(xi)(xi)統于(yu)一體。利(li)(li)用(yong)前端(duan)車(che)(che)輛專用(yong)功能(neng)抓拍機(ji),收集(ji)車(che)(che)輛的(de)出入記錄、違(wei)停信息(xi)、超速信息(xi)匯總至(zhi)監(jian)控(kong)中(zhong)心,機(ji)動(dong)車(che)(che)智能(neng)綜(zong)合管(guan)理服務平(ping)臺(tai)對所(suo)有數(shu)據(ju)(ju)分析匯總后(hou)智能(neng)處(chu)置(zhi)(zhi),并(bing)將處(chu)置(zhi)(zhi)信息(xi)同(tong)步反饋至(zhi)校門口(kou)道閘管(guan)理系(xi)(xi)統。實(shi)現數(shu)據(ju)(ju)上(shang)傳、判斷、下發(fa)全過(guo)程自動(dong)處(chu)理,所(suo)有數(shu)據(ju)(ju)可(ke)在監(jian)控(kong)中(zhong)心一屏統覽,為管(guan)理人員提供直觀的(de)參(can)考。對于(yu)校園超速違(wei)章(zhang),可(ke)實(shi)現線(xian)上(shang)處(chu)理,并(bing)通過(guo)安(an)全教(jiao)育線(xian)上(shang)學(xue)習(xi)來消除違(wei)停超速,將處(chu)置(zhi)(zhi)與教(jiao)育同(tong)步進(jin)行。

四(si)、數字化賦能校園(yuan)開放管理
復旦大(da)(da)學(xue)利用(yong)數(shu)字化(hua)(hua)賦能實現校(xiao)(xiao)(xiao)園(yuan)(yuan)(yuan)“科(ke)學(xue)、有序(xu)”對外(wai)開放。從入(ru)校(xiao)(xiao)(xiao)登(deng)(deng)記方式、入(ru)校(xiao)(xiao)(xiao)認(ren)證(zheng)(zheng)、入(ru)校(xiao)(xiao)(xiao)后安(an)(an)全秩(zhi)序(xu)管理等(deng)各(ge)個方面借助數(shu)字化(hua)(hua)賦能加強對外(wai)開放后校(xiao)(xiao)(xiao)園(yuan)(yuan)(yuan)安(an)(an)全管理。社會(hui)公(gong)眾(zhong)可通過手機微信(xin)公(gong)眾(zhong)號(hao)自(zi)助登(deng)(deng)記,數(shu)據(ju)自(zi)動(dong)(dong)同步至門崗認(ren)證(zheng)(zheng)設(she)(she)備(bei)(bei),自(zi)助刷身份證(zheng)(zheng)入(ru)校(xiao)(xiao)(xiao),極大(da)(da)提(ti)升(sheng)社會(hui)公(gong)眾(zhong)進校(xiao)(xiao)(xiao)的(de)便捷程度,同時也為校(xiao)(xiao)(xiao)園(yuan)(yuan)(yuan)管理提(ti)供了數(shu)據(ju)留痕。學(xue)校(xiao)(xiao)(xiao)與上海市(shi)公(gong)安(an)(an)局(ju)實現校(xiao)(xiao)(xiao)警聯動(dong)(dong),校(xiao)(xiao)(xiao)內(nei)監控中(zhong)心實時比對公(gong)安(an)(an)系(xi)統(tong)重(zhong)(zhong)點人員庫,一(yi)旦發現可疑人員,市(shi)公(gong)安(an)(an)局(ju)、文(wen)保分(fen)局(ju)、學(xue)校(xiao)(xiao)(xiao)三級同步報警,迅速出警,極大(da)(da)提(ti)升(sheng)校(xiao)(xiao)(xiao)園(yuan)(yuan)(yuan)出入(ru)口(kou)的(de)安(an)(an)全管控能力。校(xiao)(xiao)(xiao)園(yuan)(yuan)(yuan)內(nei)重(zhong)(zhong)要區域還加裝了高(gao)清(qing)監控系(xi)統(tong)、重(zhong)(zhong)要點位(wei)抓拍(pai)系(xi)統(tong)、樓宇(yu)門禁系(xi)統(tong)等(deng)智(zhi)能化(hua)(hua)設(she)(she)備(bei)(bei),助力校(xiao)(xiao)(xiao)園(yuan)(yuan)(yuan)內(nei)安(an)(an)全秩(zhi)序(xu)維護(hu),有效防止(zhi)無關(guan)人員擾亂教學(xue)科(ke)研秩(zhi)序(xu),快(kuai)速查(cha)找定位(wei)可疑人員并(bing)進行(xing)軌跡分(fen)析,極大(da)(da)提(ti)升(sheng)案事件的(de)偵(zhen)破(po)效率。在監控中(zhong)心建設(she)(she)視(shi)頻數(shu)據(ju)服(fu)務中(zhong)心,根據(ju)管理需要動(dong)(dong)態調整(zheng)接入(ru)前端(duan)(duan),最大(da)(da)程度上利用(yong)前端(duan)(duan)設(she)(she)備(bei)(bei)提(ti)供的(de)數(shu)據(ju),實現設(she)(she)備(bei)(bei)物聯化(hua)(hua)、管理精細化(hua)(hua)。

數(shu)字(zi)化(hua)賦能智慧(hui)校園安全建設帶來了高效的管(guan)理(li),同時也面臨挑戰。要(yao)高度重(zhong)視數據安全保護。現今,網(wang)絡(luo)安全問題日益(yi)復雜,勒索病毒盛行,DDOS攻擊事件(jian)屢見不鮮,智能(neng)聯(lian)網設備(bei)面(mian)臨(lin)的數(shu)據(ju)安(an)全威脅日益(yi)加劇。要高(gao)度重視(shi)數(shu)據(ju)安(an)全,讓數(shu)字(zi)化賦能(neng)數(shu)據(ju)安(an)全保護(hu),勢在必行。要全面加強數據挖掘應用(yong)。目前高校各種數據海量增長,如何最大程度(du)上(shang)(shang)挖掘數據的(de)實(shi)際應用效果,讓數據支(zhi)撐相關管理部門全方位育人,及時為學生(sheng)提(ti)供學習、生(sheng)活、心理上(shang)(shang)的(de)各項幫助,是我們(men)需要深入思考的(de)課題。要加快推進數據人(ren)才培養。提升智慧管理綜合效能,優秀(xiu)的人才隊(dui)伍是關鍵。要大力培養適應新時代(dai)數字技術發展的數據(ju)人才、加(jia)快數據(ju)相關學科(ke)建設、搭建好人才培養實踐基地。
