華中農業大學(xue)深入(ru)學(xue)習貫(guan)徹習近平(ping)新(xin)時代中國特色(se)社(she)會主義思想(xiang)和(he)總體國家(jia)安(an)全觀,堅(jian)持(chi)和(he)發展“楓(feng)橋(qiao)經(jing)驗”,堅(jian)持(chi)“三全育人、五(wu)育融通、師生(sheng)融樂、全面發展”,以建設“穩(wen)定、安(an)全、有序、文明、美麗”校(xiao)(xiao)園為目標,積極探索(suo)“六化”平(ping)安(an)校(xiao)(xiao)園模式(shi),切(qie)實提(ti)升校(xiao)(xiao)園治(zhi)(zhi)理(li)體系與治(zhi)(zhi)理(li)能力現代化水平(ping),不斷(duan)增強(qiang)廣大師生(sheng)的安(an)全感、幸福感、獲(huo)得感,構建平(ping)安(an)校(xiao)(xiao)園新(xin)“楓(feng)”景(jing)。
一、系統化開展矛盾糾紛化解
學校多渠道廣泛開(kai)展矛(mao)(mao)盾(dun)糾紛排查(cha)化(hua)(hua)(hua)解工(gong)(gong)作。一(yi)是設(she)(she)立信訪(fang)辦(ban)公室(shi),靠前化(hua)(hua)(hua)解矛(mao)(mao)盾(dun)。堅持“信訪(fang)工(gong)(gong)作無小事(shi)(shi)”的(de)(de)工(gong)(gong)作理(li)(li)念(nian),嚴(yan)格(ge)執行(xing)“登記約訪(fang)、熱情接訪(fang)、集中診訪(fang)、反饋回訪(fang)”,專門機(ji)構受理(li)(li)、解決(jue)各(ge)類師(shi)(shi)(shi)生合法訴(su)求(qiu)。二是發揮社(she)區(qu)居委(wei)(wei)會作用(yong),深入化(hua)(hua)(hua)解矛(mao)(mao)盾(dun)。實(shi)行(xing)“網格(ge)員+樓棟長”雙組長包保制(zhi),通(tong)過家屬親情調、鄰(lin)里眾口調、司法權(quan)威調等(deng)方式(shi),做到(dao)“小事(shi)(shi)不出樓棟,大事(shi)(shi)不出社(she)區(qu),矛(mao)(mao)盾(dun)不上交、責任不下(xia)推”。三是強化(hua)(hua)(hua)紀委(wei)(wei)監(jian)察(cha)職能(neng),督(du)辦(ban)化(hua)(hua)(hua)解矛(mao)(mao)盾(dun)。積極(ji)發揮紀委(wei)(wei)的(de)(de)信訪(fang)監(jian)察(cha)和干(gan)(gan)部(bu)監(jian)督(du)職能(neng),涉(she)及與業(ye)務(wu)部(bu)門相關的(de)(de)矛(mao)(mao)盾(dun)糾紛,運用(yong)四(si)種形態,推動相關部(bu)門改進(jin)工(gong)(gong)作,解決(jue)問(wen)題。四(si)是掌握輿情動態,源頭化(hua)(hua)(hua)解矛(mao)(mao)盾(dun)。設(she)(she)置“共同空(kong)間”“獅山有約”“問(wen)學齋”等(deng)常態化(hua)(hua)(hua)師(shi)(shi)(shi)生交流平(ping)臺,建(jian)立學生干(gan)(gan)部(bu)微信群、美麗華農職工(gong)(gong)QQ群,聽(ting)取師(shi)(shi)(shi)生建(jian)議,了解師(shi)(shi)(shi)生訴(su)求(qiu),回應師(shi)(shi)(shi)生關切(qie),將問(wen)題和矛(mao)(mao)盾(dun)化(hua)(hua)(hua)解于萌芽狀(zhuang)態。五是開(kai)展文化(hua)(hua)(hua)活(huo)動,主動消(xiao)化(hua)(hua)(hua)矛(mao)(mao)盾(dun)。圍(wei)繞“促進(jin)師(shi)(shi)(shi)生融(rong)樂、激活(huo)校園創意(yi)、體驗生活(huo)美學”主旨,探索“師(shi)(shi)(shi)生融(rong)樂”新型師(shi)(shi)(shi)生關系,策劃“兩季(ji)三節”文化(hua)(hua)(hua)活(huo)動,實(shi)現師(shi)(shi)(shi)生員工(gong)(gong)沉浸式(shi)參與、深度互動、思想碰(peng)撞,啟(qi)思、益(yi)智(zhi)、怡情,主動消(xiao)解矛(mao)(mao)盾(dun)。
二、立體化實施安全教育培訓
大(da)力開展(zhan)安(an)(an)(an)全(quan)(quan)文(wen)化(hua)建設(she)(she),在使用海報、展(zhan)板、單頁等(deng)(deng)(deng)傳統媒(mei)介同時(shi),不(bu)斷加(jia)強(qiang)校(xiao)(xiao)園安(an)(an)(an)全(quan)(quan)公眾微信(xin)號、平安(an)(an)(an)校(xiao)(xiao)園QQ群等(deng)(deng)(deng)新(xin)媒(mei)體建設(she)(she),推(tui)進(jin)(jin)校(xiao)(xiao)園防(fang)騙戶外漫畫、國(guo)家安(an)(an)(an)全(quan)(quan)教(jiao)育(yu)(yu)手繪(hui)等(deng)(deng)(deng)創新(xin)工作。將安(an)(an)(an)全(quan)(quan)教(jiao)育(yu)(yu)專題納入學(xue)校(xiao)(xiao)“三全(quan)(quan)育(yu)(yu)人(ren)”研討會,結(jie)合(he)“415”“512”“119”等(deng)(deng)(deng)節點(dian),開展(zhan)“安(an)(an)(an)全(quan)(quan)宣傳咨詢日”“安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產大(da)篷車”“防(fang)電詐六個一”等(deng)(deng)(deng)系(xi)列(lie)(lie)安(an)(an)(an)全(quan)(quan)文(wen)化(hua)活動。線(xian)上抓(zhua)教(jiao)育(yu)(yu),扎(zha)實推(tui)進(jin)(jin)安(an)(an)(an)全(quan)(quan)教(jiao)育(yu)(yu)進(jin)(jin)課堂、計學(xue)分(fen),開設(she)(she)系(xi)列(lie)(lie)校(xiao)(xiao)園安(an)(an)(an)全(quan)(quan)講座,開展(zhan)安(an)(an)(an)全(quan)(quan)知(zhi)識(shi)競賽(sai)和考試,每年(nian)完成9000余名新(xin)生(sheng)(sheng)“安(an)(an)(an)全(quan)(quan)微課”線(xian)上學(xue)習(xi),平均分(fen)在90以上,年(nian)度(du)實驗室安(an)(an)(an)全(quan)(quan)系(xi)統線(xian)上學(xue)習(xi)總(zong)時(shi)長達4萬(wan)余小時(shi),組織教(jiao)師開展(zhan)“安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產月(yue)”網絡培(pei)訓班,師生(sheng)(sheng)安(an)(an)(an)全(quan)(quan)意(yi)識(shi)逐步提(ti)高。線(xian)下(xia)抓(zhua)演(yan)練,邀(yao)請武漢市公安(an)(an)(an)、消防(fang)干警對(dui)在校(xiao)(xiao)學(xue)生(sheng)(sheng)和教(jiao)職工開展(zhan)治安(an)(an)(an)安(an)(an)(an)全(quan)(quan)知(zhi)識(shi)講座、消防(fang)知(zhi)識(shi)宣講、滅火器實操(cao)演(yan)練、逃(tao)生(sheng)(sheng)疏散(san)和防(fang)暴恐演(yan)練,年(nian)均在校(xiao)(xiao)內開展(zhan)各類安(an)(an)(an)全(quan)(quan)培(pei)訓、演(yan)練50余場,培(pei)訓師生(sheng)(sheng)1.5萬(wan)余人(ren)次,應急(ji)預案(an)可行有(you)用,師生(sheng)(sheng)安(an)(an)(an)全(quan)(quan)能(neng)力得到(dao)提(ti)升(sheng)。

四、網格化開展校園治安防控
積極(ji)推(tui)行校園治(zhi)(zhi)安網(wang)(wang)(wang)格(ge)(ge)(ge)化(hua)(hua)管(guan)理(li)(li)和學(xue)(xue)生網(wang)(wang)(wang)格(ge)(ge)(ge)化(hua)(hua)管(guan)理(li)(li),整(zheng)合各類管(guan)理(li)(li)人(ren)員和信息資(zi)源。將校園劃分為(wei)7個治(zhi)(zhi)安網(wang)(wang)(wang)格(ge)(ge)(ge),實行分片到(dao)人(ren)、任務(wu)到(dao)區、責任到(dao)崗、考核到(dao)位,配足配齊巡邏裝(zhuang)備和應急(ji)裝(zhuang)備,實現了“網(wang)(wang)(wang)中(zhong)(zhong)有人(ren)、格(ge)(ge)(ge)中(zhong)(zhong)有車、白天見人(ren)、晚上見燈(deng)”。學(xue)(xue)生網(wang)(wang)(wang)格(ge)(ge)(ge)化(hua)(hua)管(guan)理(li)(li)以學(xue)(xue)生公寓為(wei)陣地、以“網(wang)(wang)(wang)格(ge)(ge)(ge)”為(wei)依(yi)托,組建三級網(wang)(wang)(wang)格(ge)(ge)(ge)員隊伍(wu),整(zheng)合學(xue)(xue)校學(xue)(xue)工(gong)、教(jiao)務(wu)、財務(wu)等信息資(zi)源,依(yi)托“網(wang)(wang)(wang)格(ge)(ge)(ge)”收集學(xue)(xue)生異常信息、解決學(xue)(xue)生訴求、辦(ban)理(li)(li)學(xue)(xue)生事(shi)務(wu)、化(hua)(hua)解學(xue)(xue)生矛盾、處理(li)(li)突發(fa)事(shi)件,做到(dao)學(xue)(xue)生事(shi)務(wu)管(guan)理(li)(li)全(quan)覆蓋,形成(cheng)“區中(zhong)(zhong)有網(wang)(wang)(wang)、網(wang)(wang)(wang)中(zhong)(zhong)有格(ge)(ge)(ge)、格(ge)(ge)(ge)中(zhong)(zhong)定人(ren)、人(ren)負其責”的局面。

五、法治化推進校園綜合治理
制定校(xiao)(xiao)(xiao)園(yuan)道(dao)路交通安(an)全(quan)、消防(fang)安(an)全(quan)、治(zhi)(zhi)安(an)安(an)全(quan)、綜合(he)治(zhi)(zhi)理等(deng)各(ge)相關管理辦法(fa)(fa)(fa)(fa)和突發事件應急預案,建(jian)(jian)立健(jian)全(quan)平安(an)校(xiao)(xiao)(xiao)園(yuan)建(jian)(jian)設各(ge)項規章(zhang)制度。施行(xing)“誰制定誰普及(ji)(ji)”普法(fa)(fa)(fa)(fa)責(ze)任制,努力提高師生員(yuan)工(gong)的(de)(de)法(fa)(fa)(fa)(fa)治(zhi)(zhi)意識(shi)和法(fa)(fa)(fa)(fa)治(zhi)(zhi)觀念,形成辦事依(yi)法(fa)(fa)(fa)(fa)、遇事找法(fa)(fa)(fa)(fa)、解決問題(ti)用(yong)法(fa)(fa)(fa)(fa)、化解矛盾靠法(fa)(fa)(fa)(fa)的(de)(de)良(liang)好法(fa)(fa)(fa)(fa)治(zhi)(zhi)環境(jing),提高運用(yong)法(fa)(fa)(fa)(fa)治(zhi)(zhi)思維和法(fa)(fa)(fa)(fa)治(zhi)(zhi)方(fang)式化解矛盾、維護穩定、防(fang)控風(feng)險(xian)的(de)(de)能力。積極深化校(xiao)(xiao)(xiao)地共(gong)建(jian)(jian)、警(jing)校(xiao)(xiao)(xiao)合(he)作,借用(yong)“外力”開(kai)展平安(an)校(xiao)(xiao)(xiao)園(yuan)創(chuang)建(jian)(jian)工(gong)作,與公安(an)、消防(fang)等(deng)部(bu)門共(gong)建(jian)(jian),成立“南湖(hu)派出(chu)所校(xiao)(xiao)(xiao)園(yuan)警(jing)務室”“小型消防(fang)站”,及(ji)(ji)時(shi)快速受理校(xiao)(xiao)(xiao)園(yuan)內各(ge)類(lei)治(zhi)(zhi)安(an)警(jing)情、矛盾糾紛和火情火險(xian)。將校(xiao)(xiao)(xiao)內主干(gan)道(dao)路列(lie)入市管道(dao)路執法(fa)(fa)(fa)(fa)范(fan)圍,在校(xiao)(xiao)(xiao)衛隊員(yuan)中培(pei)訓(xun)交通協(xie)警(jing),依(yi)法(fa)(fa)(fa)(fa)有效管理校(xiao)(xiao)(xiao)園(yuan)內車(che)輛違(wei)停、超(chao)速行(xing)為(wei)。
